Hi,

I would like to change my wife F1 status to H4. When I field for the H1 with my employer, I asked them not to file H4 for my wife. But now, we would like to change her status to H4. So, do I file the I-539 myself or do i ask my employer for this ? Also, my green card process just started but is in the initial phase (labor paperwork is being prepared). Will it make any difference if she changes her status to H4 now?
Please help.

 You can file the I539 yourself, 

Just  put your h1b reference number in "Is this application based on an extension or change of status already granted to your spouse, child, parent?"

I filed it myself and got my wife's H4 in about 15 days.

I don't know much about the green card process, but I don't think it matters.
